Administration
There are nine Towns established by the Government of Punjab in City District Government Lahore. Gulberg Town Municipal Administration is one of the newly created Town in the City District. The Town Municipal Administration is a body corporate and consist of the Town Nazim, Town Municipal Officer, Town Officer and other officials of the Local Council Service and officials of the offices entrusted to the Town Municipal Administration. A Town Nazim is the head of Town Municipal Administration and exercising all functions and powers as have been assigned to him under the Ordinance. The Town Municipal Officer is acting as coordinating and administrative officer in-charge of the Town Officers.

TOWN MUNICIPAL OFFICER
17-10-2005 up till now TMA Gulberg Town Lahore
Gulberg Town was the newly created Town comprising of most important areas of Lahore District. The first and foremost objective was to raise the Town from ground level. Town Municipal Officer is the principal accounting officer and works as the focal person of TMA. Coordinated the activities of all Town Officers and executed the policies related to TMA. 28-08-2001 to 16-10-2005 TMA Nishtar Town Lahore
With the dawn of August 14th 2001 a new era of devolution of power began in the country. The Administrative powers were divided among public representatives through new devolution of power system.
  • Primarily responsible for Licensing, Management of Municipal Land, Estates, Properties, Facilities and Enterprises and Enforcement of Relevant Municipal Laws, Rules and Bye-Laws.
  • Enforcement of fine and punishments under Local Government Ordinance, 2001.
  • Conducted Departmental inquires.

  • ZONAL SECRETARY – II – IV – VII – VIII

    1996-2000 Metropolitan Corporation Lahore
    MCL is the second largest Local Government Organization of the country providing civic services to more then 6 million people. The Secretary is the Executive officer who heads one of its* Zones, and is primarily responsible for General Administration, Tax Recovery, Policy Initiation, Procurement, Estate Management, Provision of Civic Amenities to the Citizen and Planning Activities/Process.
  • Generated Rs.100 Million revenue from Lahore road rehabilitation project.
  • To look after the Administrative functions of 27 Schools and 12 dispensaries in the Zone in addition to the affairs of Solid Waste Management.
  • Supervise the streetlight project, which was being operated by Philips contractor.
  • The Estate Management Department was initially computerized in collaboration with M.I.S (Special assignment)·
  • Crisis management Department: Awarded appreciation certificate for best performance during torrential rains of 1996-97 in the city.
  • Suggested both tax and non-tax revenue generation means for enhancing in the financial strength of MC.
  • Protocol duties, which included arrangements of VIP functions and visits of state guests.
  • Conducted Departmental inquires.
    TAXATION OFFICER MUNICIPAL COMMITTEE GUJRAT

    1994-95 PSO to Minister of Education Punjab.
    Performed in the capacity of PSO to Minister Punjab. It is one of the biggest Ministries of the Province. The PSO Assists the Minister in all his day to business.

    Town Officer (Finance)  (Service Board)  
    Muhammad Hanif
    Ch. Muhammad Hanif, Town Officer (Finance), TMA Gulberg Town, Lahore having the degree of Bachelor “Honors” in Science and specialized in Local Government & Rural Development from Agriculture University Faisalabad. He did diploma in local self Government from Punjab University, Lahore. During his career he attained various short trainings courses in Rural Development, Local Government Finance & Budgeting and different courts in Capacity Building Workshop for training of Zila Council and Tehsil Councilors, Planning Tools in P&D Division, Islamabad, Workshop in Financial Management & Computer Science (MS-Word, MS-Excel, MS-Power Point, Internet). During the service he served as Project Manager, Assistant Director Local Government, Section Officer, and Staff Officer to Member Punjab Local Govt., Commission.
    He is giving warm hand for strengthening to make Gulberg Town a Model Town in Lahore District.

    Muzammal Ishtiaq
    Muzammal Ishtiaq is working as Town Officer (Planning & Co-ordination) in Gulberg Town Municipal Administration. He started his service as Town Planning Officer in Gujranwala Municipal Corporation in 1990. Thereafter, he has been working in Metropolitan Corporation Lahore as Town Planning Officer in different zones. With the promulgation of devolution plan he was posted in Data Gunj Buksh Town. Presently he is working as Town Officer (Planning & Coordination) in this TMA since February 2006.

    Rizwan Ali Ch.
    Rizwan Ali Ch. Town Officer (Regulation), TMA Gulberg Town having a master degree in (Political Science) from Punjab University. He remained posted as Administrative Officer, General, Regulations, Health in the Punjab Local Government Board and Secretary Zones in the Metropolitan Corporation Lahore. After the devolution he remained posted as Town Officer (Regulation) Data Ganj Bakhash Town and then was transferred and posted as Town Officer (Regulation) in Gulberg Town, Lahore.
    Regulation Wing of Town Municipal Administration Gulberg Town assures that all possible efforts shall be made to make Gulberg Town as the “Model TMA” of Lahore.

    Extensive civil engineering experience substantiated by strong education, hands on expertise and diverse project management. Exceptional abilities in planning, implementing, supervising different projects and managing people. Confident and proactive professional.
